Cap set by ordinance
An ordinance signed by the Ministry of Health placed a clear limit on credit operations of the federal program Agora Tem Especialistas. From now on, the issuance of Certificate of Value of Financial Credits in favor of Athena Healthcare Holding S.A. cannot exceed R$ 25.3 million per year.
The text published by the ministry does not inaugurate the policy but redesigns it: the measure amends a previous rule, adjusting the rules that governed the granting of certificates.
What changes in practice
- The amount of R$ 25.3 million now serves as an annual cap for the issuance of certificates destined for the holding.
- The direct beneficiary of the decision is Athena Healthcare Holding S.A.
- The framework falls within the scope of Agora Tem Especialistas, a federal initiative focused on the health area.
In practice, the ordinance imposes an objective parameter for the financial planning of operations supported by the program.
Industry reading
By setting a numerical limit, the Ministry of Health provides predictability to the flow of resources and delimits the scope of the certificates. The revision of the previous rule also signals the government's effort to calibrate the volume of credits issued within the program.
The definition of the cap also indicates that the ministry chose to keep Athena Healthcare as a beneficiary, but under an explicit budget cap, and no longer by an open criterion.
Next steps
With the new ordinance in force, the issuance of certificates remains conditioned to the established annual limit. Any requests exceeding this threshold will depend on a new assessment by the Ministry of Health — or on an update of the rule itself.
The measure reinforces the flow control design adopted by the federal program, which combines incentives for health specialization with monitoring of the volume of credits granted to each qualified entity.
